- Baseline: Pre-scheme & pre-Covid data (2017 or 2019)
- Stage 1: Scheme recently installed (December 2020)
- Stage 2: Scheme installed, bedded in, but not enforced (March 2022)
- Stage 3: Scheme installed, bedded in, and enforced (June 2022)
